“How?” may be at least as important as “Why?”

The owner’s manual for U.S. government is supposed to be the Constitution. Impeachment is first mentioned in Article I, Section 2:

The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.
