I do not intend to blame Mr. Trump for as long as he blamed Mr. Obama, but, so far, every stumbling block for Mr. Biden's programs has carried a Trump brand. And it is important to hang the dirty laundry in public so those inclined can keep track of who was right and who was wrong.
