I do agree with you that survival/stimulus funds should be targeted to those of lower income because they can be relied upon to put the money directly into circulation.

Of course the rich spend, but they are not likely to spend more upon receipt of the sums that are being proposed. Every time a keel is laid for a new yacht, some shipbuilders get work, but I don’t think a couple of thousand will motivate replacement of the Disco Volante.
